I wanted to apply for a re-entry permit for my father he is currently in India, (2 yr extension), he is a green card holder for many yrs.
I wanted to know can it be applied from here while he is there, or he need to be present here.
We are trying to avoid travel in these times.

It cannot be applied when someone is not in the US. they have to be in the country.
