USCIS has announced the 2025 Naturalization Civics Test, which changes the questions asked during the N-400 interview. For many. On September 18, 2025, USCIS published a notice in the Federal Register announcing that the 2025 Naturalization Civics Test will go into effect. This change will directly impact the n400 interview questions applicants must answer at their citizenship interviews.
The difference is simple but critical: your filing date determines which test you take.
Why the Deadline Matters
If you file your N-400 before October 20, 2025 and the government receives a receipt of your case you will take the 2008 version of the civics test:
- 10 civics questions asked
- Pass with just 6 correct answers
- Shorter and more straightforward interview
If you file on or after October 20, 2025, you must take the 2025 civics test:
- 20 civics questions asked from a pool of 128
- You must answer 12 correctly to pass
- Officers will continue until you pass or fail
This means more n400 interview questions, more preparation, and higher risk of failing the civics portion of your test.
Who Qualifies for Special Consideration
Applicants 65 years or older with at least 20 years of permanent residency will continue to get a reduced test (10 questions from a smaller bank of 20, with 6 correct required). But for most applicants, the new test rules will apply.
What This Means for Citizenship Applicants
The N-400 interview already includes English speaking, reading, and writing assessments. Adding more civics questions makes the interview longer and more challenging.
