Hi, I have H1B visa and I-94 is valid until September 2021. I got the visa in 2018. But, I don’t have a visa stamp. Now, today I came to know that my father got a brain stroke. In this situation I was wondering if I travel to my home country Bangladesh then would I be able to get a visa stamp to come back to USA? Specifically, would I be impacted by the presidential proclamation 10052 when I try to re-enter the USA?

Everyone is subject to the presidential proclamations. The exceptions are listed as National Interest Exceptions on the department of states website. Please go through those and see if you qualify or not.
